The author multiplies the Tier 4 'willful neglect' minimum fine ($63,973 per violation) by BetterHelp's 2 million sign-ups to compute a theoretical minimum fine of $127 billion for failure to report the breach, before any penalty for the breach itself. He adds that Teladoc's acquisition diligence covered 'an additional $500 billion in criminal liability'.
